The City Council last week turned down a succession of motions that would have halted building in certain land-use categories and areas on the West Side. The only council member who opposed any type of moratorium was Mayor Gary Monahan. All other council members expressed support of some form of moratorium, although the majority could not agree on any one type. The city is spending nearly $200,000 on a study that will help determine the direction of future development in the area. The council was exploring a moratorium until the study is completed.
