Bush ‘Fully Intends’ to Run, Advisor Says

Texas Gov. George W. Bush intends to form a presidential exploratory committee next month, a key step toward a run for the Republican nomination in 2000, several GOP officials and advisors said. A senior advisor who has talked to Bush in recent days said he “fully intends to run” for president but plans to announce in mid-March only that he is “testing the waters.” A second senior advisor said he would form an exploratory committee at that time.
