The Recreation and Community Services Department is inviting residents and community groups to participate in the organization of the city’s 28th Halloween carnival from 5:30 to 8:30 p.m. Oct. 31 in Central Park.
Participants can win prizes for the best costumes, and nonprofit groups will be selling food and refreshments.
