With a 3-1 vote, the City Council approved a project for a Denny’s Diner at Katella Avenue and State College Boulevard. The dissenting vote came from Mayor Tom Daly, who argued that the developer, Robert Flaxman, led the council to believe a more upscale restaurant would be built at the high-visibility site.
Flaxman said he had trouble recruiting more expensive establishments for that intersection because few people live in the immediate area.
He agreed to work with the city’s staff on other aspects that had sparked objections to the Denny’s project, such as its architecture, outside dining area and landscaping.
