The Defense Department said it’s awarding a contract worth nearly $17 million to the Simi Valley electronics division of Condor Systems Inc. for 90 devices that protect soldiers from incoming artillery and mortar shells. The order is the department’s second for the shortstop electronic protection systems. Privately held San Jose-based Condor reported 1998 net income of $2.6 million in its most recent public filing.
