Proposition 35 won the backing of the City Council. The council last week endorsed the proposition that would allow local governments to hire qualified private agencies for all phases of a public works project. Under the current law, services provided by state agencies generally must be performed by state civil service employees.
If passed Nov. 7, Proposition 35 will allow cities to contract with private firms for engineering and architectural services.
