Rebel Leader Rejects Initial Proposal

Zapatista rebel leader Subcommander Marcos rejected Congress’ initial proposal for dialogue with his movement, calling it “ridiculous.”
The announcement at a crowded news conference in Mexico City is a setback to efforts to quickly resolve the conflict in the southernmost state of Chiapas.
The Zapatistas received the proposal Monday at a meeting with lawmakers to discuss an Indian rights bill. Marcos complained that it had no seal and wasn’t signed. He called it “shameful . . . and humiliating.”
