* United Parcel Service Inc. said shipment volumes at the largest delivery company have returned to pre-Sept. 11 levels as businesses begin sending goods for the holiday season. United Parcel earlier said shipments fell more than 10% immediately after the terrorist attacks. Shipments remain below prior-year levels by 3% to 4% because of the slowing economy, the company said. United Parcel rose 20 cents to $53.18 on the NYSE.
