Qwest Proposes Low Long-Distance Rate

Qwest Communications International Inc. said it would charge 10 cents a minute for long-distance calls in the Western U.S. if federal regulators approve a plan to expand the company’s offerings.
Qwest, the biggest local-phone company in 14 Western states, will seek federal approval this month to sell long-distance service where it offers local service.
Qwest shares fell 6 cents to $5.10 on the NYSE.
