A four-alarm predawn blaze destroyed 18 townhouses under construction and damaged City Hall.
The fire broke out at the construction site at 2:15 a.m. Thursday. The cause is under investigation, but officials suspect arson.
Heat from the blaze shattered windows and damaged equipment inside some City Hall offices, including fire administration and fire prevention.
The flames were controlled by about 3:30 a.m., but smoke belched from the charred ruins for hours.
The fire caused at least $1.5 million damage to the townhouses and $500,000 damage to City Hall, said Fire Marshal Dean Montevago.
