U.S. Plans to Leave Base as Relations Ebb

U.S. forces will stop using a base in Uzbekistan, Assistant Secretary of State Daniel Fried said after talks with President Islam Karimov, because the Uzbek leader has made it clear the troops are no longer welcome.
U.S.-Uzbek relations soured after Washington raised questions about Uzbekistan’s handling of a violent protest in May. Uzbekistan in July asked the United States to leave within six months.
The U.S. has used the base for operations in Afghanistan and will pay Uzbekistan $23 million.
