Re “ ‘Systemic breakdown’ at CIA before Sept. 11,” Aug. 22
Now that the long-withheld CIA report has finally been released, revealing that former Director George Tenet failed to have his agency even develop a plan to battle Al Qaeda, I have just one question for President Bush: Will you rescind Tenet’s obviously undeserved Medal of Freedom?
