Mississippi port plan: An article in Saturday’s Section A about the U.S. approving Mississippi’s plan to divert Hurricane Katrina housing aid to a port expansion project said the state had requested that all of its federal grants contain a requirement that 50% of federal aid benefit people with low or moderate incomes. In fact, the state had sought a waiver from the 50% requirement.
