Governor Issued a proclamation designating Thursday as a state Day of Remembrance in recognition of the massacre of Armenians in 1915.

Assembly Floor Action: Drugs: Approved and sent to the governor on a 47-0 vote a bill (AB 2362) by Assemblyman Gary A. Condit (D-Ceres) to add three to 10 years to the prison terms of convicted drug dealers who sell large quantities of phencyclidine (PCP) and methamphetamines.

Senate Floor Action: AIDS: Approved and sent to the Assembly on a 26-3 vote a bill (SB 1545) by Sen. Bill Lockyer (D-Hayward) to allow judges to order prostitutes to be tested for AIDS and venereal disease as a condition of probation.

Committee Action: Marriage: The Senate Health and Human Services Committee approved a bill (SB 1478) by Sen. John Doolittle (R-Citrus Heights) to require couples applying for marriage licenses to be tested for AIDS. A 5-2 vote sent the bill to the Appropriations Committee.
