U.S. immigration authorities have exonerated a Border Patrol agent accused of using excessive force last year when he shot a 12-year-old Mexican in the back as the youth stood a few feet from the border but on Mexican soil. For the third time since the incident, officials ruled that six-year Border Patrol Agent Edward Cole was justified in shooting Humberto Carrillo Estrada of Tijuana, who allegedly had been throwing rocks at the agent. The youth recovered, but has limited use of his left arm. Still pending is a $3-million damage suit that the boy’s family filed against the U.S. government.
