A former Philippine guerrilla leader dismissed as a “bribe” President Corazon Aquino’s offer of full amnesty for Communist rebels. Bernabe Buscayno, founder and former leader of the Communist New People’s Army, predicted that the country’s 23,000 rebels will keep fighting. “I think the attitude . . . toward this kind of amnesty . . . will be a cold shoulder,” he said. “These are bribes, buying of guns and rehabilitation.” Aquino has offered full amnesty to rebels who surrender within six months under a sweeping program that offers cash, farmland and job training in exchange for firearms.
