Budding Liverpool, England, rock groups are being offered cash by the city council to bring back the heady days of the 1960s, when the Beatles’ hometown became a pop-music center. Members of bands joining the “City Beat” project, designed to develop the local music scene and to attract talent often lost to London, will receive about $100 each. The initiative follows a report presented to the city council Tuesday, saying rock music and football are escape routes for many teen-agers trapped by poverty and unemployment.
