Reagan to Name Lawyer as Judge in Pennsylvania

WASHINGTON — President Reagan announced Tuesday he plans to nominate Herbert J. Hutton, a Philadelphia lawyer, to be U.S. district judge for the Eastern District of Pennsylvania.
