Bush’s ‘Thousand Points of Light’

I’m bemused by Bush’s proposal to spend $100 million in federal money plus assorted grants and gifts to send rich kids into the inner cities to help the poor kids. Why not use the money directly to help the poor kids escape from the inner cities, with upgraded education and skill opportunities--even jobs--and eliminate the middle people. Funds to build character in the rich kids as Bush proposes shouldn’t come from the public purse.
