LOCAL CHAMPS: There’s little rest for U.S. Olympic Festival figure-skating champions Todd Sand of Costa Mesa and Natasha Kuchiki of Canoga Park. . . . The twosome won the pairs competition Sunday, but coach John Nicks will have them back on the ice by Wednesday. . . . Sand, 27, and Kuchiki, 14, work out at the Ice Capades Chalet in Costa Mesa.
