World IN BRIEF : SOVIET UNION : Russia to Aid Poor Kirghizia Republic

The Russian Federation agreed to aid one of its poorest sister republics, Kirghizia, bypassing the central government in a move that could weaken President Mikhail S. Gorbachev’s attempts to keep the Soviet Union whole. The agreement calls for Russia, largest of the Soviet republics, to give the Kirghiz government 810 million rubles ($1.3 billion) this year. Kirghizia will use the money to build processing plants for its fruits and vegetables and has promised to sell the produce to Russia.
