U.S. immigration officials will begin this fall to enforce a longstanding requirement that foreign pupils commuting from Mexico acquire visas. The decision will affect thousands of Mexican students attending schools in U.S. border towns from California to Texas. There was conjecture that the decision was an effort to crack down on Mexican pupils who often give false U.S. addresses to gain entry to public schools.
