MAKE ROOM: The state Fish and Game Commission isn’t known for attracting huge throngs to its meetings, so the 100-capacity Newport Beach City Council chambers seemed fine for Thursday’s meeting. But then the question of whether to declare the California gnatcatcher a candidate for the endangered species list wound up on the agenda. . . . Now the commission will meet in the 700-capacity Newport Harbor High School auditorium. Branding the bird endangered would hold up numerous construction projects, making it a hot topic.
